“…we pay based on when you were verified and deployed. So if you were not deployed in December, we pay you January,” Akande tweeted on January, 2017.

What does this mean?

If you were verified in January, 2017, it means the chances that you get December stipends are 50-50. You can only be paid if your state government intervened.
